"The Bear in the Voivodeship" is one of the "adult" fairy tales by Mikhail Saltykov-Shchedrin, a famous Russian writer of the 19th century, published in 1886.
It consists of three short stories, which are a parody of a historical chronicle. Three voivodes Toptygins dreamed of holding out as long as possible at authorities, but the outcome was the same for everyone.
